City Directories and History: Local builder, Major Russell Warren is credited with the construction of this fine public building using the design of Robert Mills. Mills was the South Carolinian who also designed the Washington Monument and many state and fine Federal buildings. The structure was contracted at a price of $12,000. (BS)
