City Directories and History: The Rock Hill Herald reported on June 20, 1903 on a controversy with the Colored Hook and Ladder Company. This group has consisted of twenty-four men, serving without pay, with W.W. Wheeler as Captain and L.A. Massey as Secretary. They sent a petition to the Rock Hill City Council asking for a pay of $2.00 per month. The council voted to reduce the membership to fifteen and to pay $100. annually to the entire group. They declined and the following men resigned and signed a letter: W.W. Wheeler, L.A. Massey, Will Williams, R.G. Jones, R.L. Hunter, R.H. Hope, Sam Brown, Doll Massey, Wylie (Wiley) Massey, Tom Davie, Will Marshall, Jeff Massey, Josh Wylie, Brown Workman, and Fletcher Scales.
